The International Federation of Neurobiology is also called I.F.N.
The I.F.N. was constituted as association in November 2006 in Geneva (Switzerland), according to article 60 of the Swiss Civil Code.

|
The registered office of the I.F.N. is its administrative center, the CINAK.

Chapter 2
The International Federation of Neurobiology
|
|
Article 3 |
|
|
|
Definition : |
|
The International Federation of Neurobiology is a non-profit association rallying the national organizations, acting at a local level to achieve the purpose mentioned below.
|
|
Purpose : |
|
Develop, diffuse and make known by international means, the therapeutic methods of Dr. Klinghardt in the seven directions that are the seven responsibility domains as outlined in the article 4 of the present statutes.
|

Article 4 |
|
|
|
Responsibility domains: |
|
1. |
The mission of the I.F.N. is divided into responsibility domains. The seven domains are the following :
a. |
Information and Communication:
distribution of scientific and therapeutic information, coordination of the information resulting from "fieldwork" and local working groups.
|
b. |
Research and Development:
coordination in the area of the research concerning the method and development of new technologies, products and machines.
|
c. |
Education:
conception and updating of the courses, their contents and supports.
|
d. |
Ethics:
dialogue and distribution arising about all questions and information of ethics related to the method, its application and its promotion.
|
e. |
Public Relations:
contact with the legal authorities and other scientific circles.
|
f. |
Product Certification:
dauthentication of products and machines that use the method with efficacy.
|
a. |
Exams Commission:
carries out the exams contents, rules and procedures that permit to access to the diverse levels.
|
|
2. |
The I.F.N. delegates the exclusivity of the education of Dr. Klinghardt's method at the I.U.N. The structures, courses, contents, supports and directives are distributed by the I.F.N. and applied by the I.U.N. |

Chapter 3
Organs and Members of the I.F.N.
|
|
Article 5 |
|
|
|
General considerations: |
|
1. |
The organs of the I.F.N. are :
a. |
The General Assembly (GA).
|
b. |
The Direction Committee (DC). |
c. |
The administrative center (CINAK).
|
|
2. |
The I.F.N. members are the national organizations that fulfil the required conditions. |
|
|
Article 6 |
|
|
|
Membership qualifications : |
|
1. |
All national organizations of neurobiology that work according to the Dr. Klinghardt's method may become members of the I.F.N. The power to confer membership is devolved to the general assembly.
|
2. |
Membership can be granted to only one national organization for each country.
|
|
|
Article 7 |
|
|
|
Membership requirements: |
|
1. |
To become a member, a national organization should meet the following requirements :
a. |
Be constituted as a legal person and prove its functioning at the national level. |
b. |
The management should be occupied by
a person integrated in the concerned country
and living in this country. |
c. |
Adopt and follow the purpose of the I.F.N. as it is presented in chapter 2 of the present statutes. |
d. |
Register at the CINAK. |
e. |
Pay its entry subscription. |

Article 8 |
|
|
|
Application of membership: |
|
1. |
A national organization (NO) wishing to become a member should send an application request in one of the tree official language, to the I.F.N, containing:
a. |
Name and address of the registered office. |
b. |
Name, address, function and organization of the NO management.
|
c. |
Statutes and name of the NO. |
d. |
A presentation of the development projects. |
|
2. |
The direction committee will examine every membership request presented by a national organization. If it is deemed that the application request is complete and that the required conditions are fulfilled, the necessary recommendations will be done at the general assembly.

Article 9 |
|
|
|
Suspension or expulsion:
|
|
1. |
The direction committee can temporarily suspend an organization which is a member that, according to its opinion, no longer fulfills the required conditions to be a member or regarding aspects that affect the image and credibility of the I.F.N. If the direction committee maintains such a suspension, the NO will have to justify itself before the general assembly which will take appropriate measures. The expulsion of a NO is decided with 2/3 of the votes by the general assembly.

Withdrawal : |
|
2. |
An organization which is a member can withdraw from the I.F.N. on condition of giving written notice addressed to the direction of the CINAK. The withdrawal is effective after 90 days, subject to the fulfillment of all the obligations that a member has, including the financial obligations.

Termination of membership : |
|
3. |
A NO which, following an exclusion, withdrawal or dissolution, has broken off to be a member of the I.F.N. will have no more rights to privileges and services of it and will not be able to make references to the I.F.N, its names or logos.

|
|
Chapter 4
The National Organizations (NO)
|
|
Article 10 |
|
|
|
Definition : |
|
1. |
The national organizations purpose to promote, develop and apply applied neurobiology after Dr. Klinghardt's method in their own countries according to the directives of the I.F.N.
|
2. |
The NO must respect and apply the statutes, directives and decisions of the I.F.N.
|
|
|
|
|
 Chapter 5
The General Assembly (GA)
|
|
Article 11 |
|
|
|
Composition : |
|
1. |
The general assembly is the supreme organ of the I.F.N.
and is composed of representatives of all the organizations which are members that have fulfilled their obligations and paid their annual subscription.
Each NO possesses one vote each 100 members.
|
2. |
The meetings of the GA are hold by the president of the I.F.N.
|
3. |
Observers or guests can be present during the GA. They are invited by the president.
|
|
|
Article 12 |
|
|
|
Functions : |
|
1. |
The General Assembly has the following functions :
a. |
Modify the present statutes. |
b. |
Modify the directives and rules of the I.F.N.
|
c. |
Adopt the activity program of the DC. |
d. |
Adopt the budget of the I.F.N. |
e. |
Examine applications for membership and announce the expulsion of a NO.
|
f. |
Approve the directions committee report and the accounts report. |
g. |
Elect the direction committee.
|
h. |
Award the title of Honorary Member to people who have worked in an exceptional way for the I.F.N. |
i. |
Decide the fee of the membership subscription. |
j. |
Decide the dissolution and liquidation of the I.F.N.
|
k. |
Ratify the rules and directives adopted by the direction committee. |
l. |
Supervise the execution of the decisions taken within the GA and also the decisions taken by other organs of the I.F.N. and in a more general way the events of the I.F.N. |
m. |
Elect the president proposed by Dr. Klinghardt or the DC according to article 14. |

Order of the day: |
|
1. |
The presidency is responsible for the order of the day for the general assembly. In all cases the following articles must be mentioned:
a. |
Approval of the minutes of the previous ordinary GA.
|
b. |
Acceptance and expulsion of the NO.
|
c. |
Presentation of the presidency report. |
d. |
Presentation of the treasury and accounts report. |
e. |
Approval of presidency, treasury and accounts reports.
|
f. |
amendements aux statuts. |
g. |
Nomination of accounts auditors.
|
h. |
Nomination of the Honorary Members.
|
i. |
Presentation of the activity program of the DC.
|
j. |
Election of the direction committee (if requested). |
k. |
Adoption of the budget. |
l. |
Adoption of the activity program of the DC. |
m. |
Approval of the NO propositions. |
|

Only the points in the order of the day will be discussed. In emergency cases and following a recommendation of the direction committee, other points can be debated, if the GA requires it, with a majority of 2/3 of the votes.

Article 13 |
|
|
|
Voting rights : |
|
1. |
Every NO has a number of votes proportional to the number of its members.
Provided to the dispositions of the point 2 of the present article, the resolutions are adopted with the simple majority of the present and voting members. In the case of equal distribution of the votes, the vote of the president will decide. Representatives of suspended NO may be present at the GA only as observers.
|
2. |
The decisions concerning the admission or expulsion of members, determination of the annual subscription fee and the amendment of the statutes are made by a majority of 2/3 of the emitted votes.
|
3. |
The decisions are normally made by show of hands. However, if one third of the present NO requests it, the vote will be done by secret ballot.
|
|
|
Article 14 |
|
|
|
Election of the president: |
|
Dr. Klinghardt is the president of the I.F.N. for life. He may propose his candidate for successor to the GA, or if not, the DC will propose one.
|
|
Article 15 |
|
|
|
Election of the direction committee: |
|
1. |
The members of the direction committee are elected for a period of four years.
|
2. |
The direction committee includes four to ten people.
|
3. |
The president proposes candidates who will be elected in one block. If the proposition is refused, the president will have to propose another committee.
|
|
|
Article 16 |
|
|
|
Meetings: |
|
1. |
The members of the GA assemble once a year.
|
2. |
An extraordinary meeting may be convoked by a decision of the direction committee, or at request of at least 1/3 of the NO which are members.
|
3. |
The presence of 2/3 of the NO which are members constitutes the required quorum.
|
|
|
Article 17 |
|
|
|
Invitation: |
|
1. |
The date, the place and the invitation of the GA must be announced at least
60 days before the GA.
|
2. |
The NO propositions must arrive at the administrative center at least
45 days before the GA.
|
3. |
The documents as the presidency and treasury reports, financial report, NO propositions, proposals for votes or amendments to the statutes and composition of the DC propositions, must be sent at least 20 days before the conference.
|

|
Article 18 |
|
|
|
Extraordinary GA: |
|
1. |
The DC or the NO can convoke an extraordinary GA.
In this case, the NO shall present their request to the I.F.N. explaining their reasons for the extraordinary meeting. The direction committee has the obligation to convoke the extraordinary GA in the three months following the request. The procedure for an extraordinary GA is identical to the one for an ordinary GA.

An extraordinary GA can be held by correspondence, if 2/3 of the NO which are members accept it. The members vote by writing, in the form of a questionnaire. The procedure for an extraordinary GA by correspondence is identical to the one for an ordinary GA.

Chapter 6
The Direction Committee
|
|
Article 19 |
|
|
|
Organization and composition: |
|
1. |
The committee will be made up of the president, the vice-president, the elected members and the treasurer.
The director and one secretary of the CINAK take part in the meetings as consultants.
|
2. |
To execute the different tasks of the DC,
each responsibility domain must be designated to one of the elected members.
|
3. |
The DC can co-opt new members in the interval between two GA.
These members have to be formally elected at the next GA. In the interval, they may participate in the meetings of the DC, but they do not have the right to vote.
|
|
|
Elected members: |
|
The elected members from the DC are responsible for at least one domain each.
For every domain, they must
propose an annual program and an activity report.
The latter is used as a basis for the annual activity program and report of the committee. These documents have to be sent to the other members of the DC at least 30 days before the meeting.
|
|
Vice president: |
|
The vice president seconds the president in his functions.
He can take the place of the president if the latter delegates him to do so, or in any other situation that the DC will judge useful.
|
|
Article 20 |
|
|
|
Functions of the direction committee: |
|
The functions of the direction committee are :
1. |
Guarantee the good administrative functioning and management of the I.F.N. Make all decisions for that the GA is not competent. The DC can delegate its powers.
|
2. |
Create commissions and establish their rules, responsibilities and functions, when it is judged necessary.
|
3. |
Recommend the admission of new NO. |
4. |
Determine the requirements for the acknowledgment of therapists.
|
5. |
Prepare the order of the day and the rules of the internal procedure for the meetings of the GA.
|
6. |
Approve the statutes and other rules regulating the NO. |
7. |
Propose a new president at the retirement of Dr. Klinghardt.
|
8. |
Exercise other functions resulting of the present statutes.
|
|
|
Article 21 |
|
|
|
Voting: |
|
1. |
Every member of the DC will have one vote.
|
2. |
The resolutions are decided by a simple majority of the present and voting members. In case of a tie, the president will decide.
|
|
|
Article 22 |
|
|
|
Meetings: |
|
1. |
The DC meets
at least once a year.
|
2. |
The presence of 2/3 of the members will constitute the quorum.
|
3. |
The DC establishes its rules of internal functioning.
|
|
|
|
|
 Chapter 7
The President
|
|
Article 23 |
|
|
|
President functions: |
|
The president :
1. |
decides the strategic directions of the I.F.N. |
2. |
chooses the vice president, treasurer, the persons in charge of the responsibility domains and the director of the CINAK.
|
3. |
convokes the DC meetings. |
4. |
can suspend the management of a NO from its functions.
|
5. |
chooses the organization in charge of the approved educational courses, and the contractual conditions ruling the relations between the latter and the I.F.N.
|
6. |
can delegate his functions to the vice president at any time. |
|
|
|
|
Chapter 8
The Administrative Center : CINAK
|
|
Article 24 |
|
|
|
Composition : |
|
The CINAK will be the secretariat of the I.F.N.
It will be composed of the director and employees that the organization needs. The director will be named by the president.
|
|
Article 25 |
|
|
|
Director functions : |
|
The functions of the director are:
1. |
direct the work of the CINAK.
|
2. |
name, direct and manage the employees of the CINAK
.
|
3. |
exert other functions resulting from the present statutes and every other function that the direction committee will delegate to him. |
|
|
Article 26 |
|
|
|
Functions of the CINAK: |
|
The functions of the CINAK are :
1. |
assist the general assembly and the direction committee in the achievement of their functions. Prepare all the meetings and supply the necessary services for the execution of their decisions. |
2. |
supply the necessary services for the promotion of Dr. Klinghardts method throughout the world.
|
3. |
assure the administration functioning of the responsibility domains of the I.F.N.
|
4. |
entertain relations with the NO which are members and help them in the development of the Dr. Klinghardt's method.
|
5. |
encourage the development of the Dr. Klinghardts method in the countries where it is not yet acknowledged and help the non-member organizations reach the required conditions to become members.
|
6. |
manage the certification of the products approved by Dr. Klinghardt which can be sold as mentioned.
|
7. |
process the NO admission requests, study the help requests and response to every other analogue question. |
|
|
|
|
Chapter 9
Diverse Dispositions
|
|
Article 27 |
|
|
|
Finances : |
|
1. |
The three principal sources of income of the I.F.N. are :
a. |
the national organization's subscriptions. |
b. |
the selling of course supportive material and books.
|
c. |
the royalties from certified products. |
|
2. |
Every NO will have to pay an annual subscription proportional to the number of its members and following a rate adjusted to the life level
(reference to an official organization), which will be fixed by the GA with the majority of 2/3 of the emitted votes.

All
Athe funds are deposited in the account of the CINAK
Only the treasurer will have the power to order the expenditures that conform to the budget approved and certified by the direction committee.
|
4. |
A verified financial report shall be submitted every year to the direction committee and to the NO which are members.
|
5. |
The GA will name the accounts inspectors proposed by the direction committee.
|
|
|
Article 28 |
|
|
|
Languages : |
|
The official languages of the International Federation of Neurobiology are French, German and English.
In case of disagreement coming from the interpretation of statutes or rules, the simple majority decides.
|
|
|
|
Chapter 10
Juridical application and entering into effect
|
|
Article 29 |
|
|
|
Juridical application: |
|
The present statutes are subjected to the Swiss law. In case of conflict and if no agreement can be reached, the case will come before the court of Geneva in Switzerland, unless another place is agreed upon.
|
|
Entering into effect: |
|
The present statutes will enter into effect immediately after their approval by the national organizations acknowledged by Dr. Klinghardt at the time of the constitutive meeting.
|
|
Article 30 |
|
|
|
Transient dispositions: |
|
The national organizations acknowledged by Dr. Klinghardt at the time of the constitutive meeting will have two years of transitions to set up their new structure and to apply their project of development.
